I have no Ubuntu system handy to check, so this may be all wrong.

Jim's missing modprobe.conf:

On Debian systems, if there is no /etc/modprobe.conf the system checks
in the /etc/modprobe.d/ directory. Each rule is set up as a distinct
file, sort of like cron.daily, logcheck, or udev rules. Jim, do you
have that directory?

Shane's udev query:

On a Debian system you should find
/etc/udev/rules.d/z25_persistent_net_rules (and a companion set for
cd's). These are created by udev and lock the interface names to mac
addresses (and things like /dev/dvd to specific drives if you have more
than one). So if you have a laptop and keep swapping out PCMCIA cards,
you'll end up with a rule that says "any time you insert this specific
Linksys card, it will always be eth4" or somesuch. You can edit the
file if you don't like the automatically chosen name, or just delete
certain lines if you no longer have the card, or the entire file and
udev will re-create it.
