WindowMaker sloppy focus ?

"When sloppy focus (delay=3D0ms) is combined with raise
on focus, moving the mouse across a very busy, filled desktop can cause
nausea "

I founfd the above tidbit, but I don't know where to put the 'delay='
line. I want to delay the window raising to give me time to find the
right window to raise, and not raise a window when my finger
twitches :-), darn mouse.
