It looks like they expect you to have a copy of "getweb" in the directory you're in - did you download a tarball or something? I found this link:

that talks about the getweb script - which looks like it downloads the firmware from hp, and then you send it to the printer. If you're running RedHat or SuSE, I'd just get the HP web jetadmin package and update the firmware that way.
