On a TCP/IP connection, a bit is a bit. Taxing email is similar to the
idea of taxing VoIP - unless you turn all ISP's into a psudo-Chinese
setup where all ISP's are heavily regulated, and everything is run
through proxy servers, I don't see how you could even implement such a
tax.
