Not exactly. throughput is different than line speed.
On my system:

# locate mii-tool
/sbin/mii-tool
/usr/share/man/man8/mii-tool.8.gz

 # /sbin/mii-tool
eth0: negotiated 100baseTx-FD flow-control, link ok

So 100meg is what the NIC /dev/eth0 is set to, (line speed)
