Thanks for the input, all. Here is what I found:

gdmsetup allows you to select a login splash screen that does not have
the shutdown and reboot options. Reseting /sbin/shutdown and /sbin/halt
(/sbin/reboot is a symlink to /sbin/halt) to no world execute causes the
reboot and shutdown options on the logout screen to fail. Still have not
found out how to remove them from the menu, which would be more elegant.

This is a Gnome solution, have not looked at kdm yet.
