firewall question

What's the implication if the ttl of a packet is very low? I have several
of these packets:

Feb 12 07:47:04 gateway kernel: IN=eth1 OUT=
MAC=00:a0:24:70:58:f4:00:02:17:f2:a4:00:08:00 SRC=162.93.200.68
DST=24.237.3.34 LEN=32 TOS=0x00 PREC=0x00 TTL=4 ID=8661 PROTO=UDP SPT=12217
DPT=33435 LEN=12

What could this packet be used for? It got rejected, but was sorta an odd
duck.
