My first guess, not knowing anything about your setup, is that you may
have your windows partition either set up to mount read only or that you
are mounting it as root, and then running xmms as a regular user. A few
things to help track down the exact problem:

1. Could you copy-and-paste the entry for your windows partition from
your /etc/fstab file?

2. Next, try running xmms as root and doing the same thing, and see if
it saves correctly.

3. Are you able to save a playlist in another directory other than on
the windows partition?
