Ok, I don't know if this was just a coincidence or not.
I am currently running:
Qmail-1.03
Procmail-3.21
and I have just added the SMTP-Auth patch for qmail so users on my
system can send email through their account and out to other people.

Since I have done this, whenever ANY mail comes into my system, my
procmail spikes to the point that it freezes my system completely up
for up to 5-10 minutes at a time.
The load on my machine has gone up as high as
10:25am up 76 days, 18:28, 5 users, load average: 22.45, 11.81, 6.50
and I have even seen it hit over 30.

The TOP output for this when mail comes in on average looks like this:

  PID USER PRI NI SIZE RSS SHARE STAT %CPU %MEM TIME COMMAND
22701 akbear 17 0 80 40 16 R 10.0 0.0 0:07 preline
22703 akbear 15 0 727M 151M 32 S 8.6 60.5 0:05 procmail

Has anyone experienced anything like this and know of either a fix or some
way to get around this severe lag that happens to the system.
