unable to ftp

I noticed an update was taking a very long time and finally realized, I
can't access any ftp sites.

Could there be a problem with my router ( a commercial unit from
MultiTech), or is this more likely to be a problem with my isp?

I've never run into this before and am unsure where to start
troubleshooting. I have changed nothing on my end and am able to access
email & http on at least 2 computers.
