FIPS20 is a DOS executable that is in the Tools directory on the Red Hat
cdrom. You need a DOS boot disk to use it. This will resize a partition.
If you have PQmagic you can make 'Resue Disks', these are DOS boot disks
with the PQmagic DOS executable.
