You didn't mention which distro you're using, but at least for Debian
you need the mozilla-browser *and* mozilla-psm packages to use
encryption.
FYI, most distros now have 1.0.1 or 1.1 versions, so you might consider
upgrading when looking to see if the PSM version / packages are
installed.
