Could be, however, when we go back and erase the original ? marks and
replace them with new ? marks and print it right away...it works.

I just printed a MS Word .doc file from OpenOffice w/ ?s. It printed
properly on my HP OfficeJet. Could it be a problem with the GhostScript
driver you're using?
