We always recommend terminating all cables under the same sheath to the same
jack to maintain Cat 3/5/5e/6 TIA/EIA compliance. If the desire is to
maximize the use of the pairs while maintaining standards compliance for
future upgradeability with TIA/EIA compliant transports then suggest
utilizing modular Y-adapters similar to Siemon YT4-E2-E2 (2 ethernet),
YU4-U2-U2 (2 voice/token ring), YT4-E2-U2 (1 ethernet 1 voice/token ring).

Additionally using Cat 5e cable and components rated for power sum will
minimize the chance of crosstalk.

If low budget is top priority then anything that works may be acceptable.
