Putty comes with pscp - works almost exactly like scp. It's a command line
interface even.

I use the scp program that comes from ssh.com -
http://www.ssh.com/products/ssh/download.cfm

There's also a program called WinSCP, which is what they have on the
Windows machines at UAA. Either program will work well.
