I want to make a DNS config that will resolve everything to one address.
  I need to change the IP of a DNS server (I know, it must be done) and
I want to make a web page describing the change to the users so that
they will be redirected to said page when they try to resolve anything
in their browser.

Anyone know if this is possible and if so how?
