Creating maildirs has nothing to do with the OS, logging in, or anything
like that at all. It has to do with your SMTP server. I'm using Postfix,
which supports maildir. All you have to do is configure your SMTP server for
maildir and your done. On my system the maildir directory doesn't show up
untill I send the user some mail.
My Web/Mail server is running FreeBSD 4.4.
