I think your best bet is something like MRTG or ipac
(http://www.daneben.de/ipac.html). I've used ipac before, and you can
customize the data collection and graphing intervals easily. (I'm sure
you can do the same with MRTG, but I don't have any SNMP aware switches
so don't use it.)
