It is useful for things like swappable SCSI drive arrays. For
example, what happens when you have 8 drives with 2 partitions on each
on the secondary SCSI bus, and you remove drive 3 and reboot.

Things stay normal for the partitions on bus 0, and bus one drives 0
and 1, but bus one drives 4 - 7 are now 3 - 6....

Even worse if the change happened on a lower BUS.
