Well, I kinda figured out a work around for my particular problem. Didn't
fix the locale errors though.

I needed both the openssl-0.9... and openssl-devel-0.9... installed. I also
had to specify --nodeps in the rpm command

Got webmin running with ssl, goodygoodygoody!!!
