I think I missed the original question. I don't think you need to turn off
the queue timer at all. Sendmail will simply defer relaying since the primary
MX host is unavailable. Yes, that host will send an ETRN to the secondary(s)
MX hosts, and that will trigger the dequeing. But, even if it doesn't get the
ETRN, the next time it polls for the host and its there, the mail should be
dequeued anyway.
