I'll add my 2 cents to this topic. I'm a cert guy. I wouldn't be where I am
now if I hadn't studied for the certs. I think you learn a lot studying for
them. I won't say certs make you "awesome", but they do help. Where do I
start? What do I study? Certs can help with this.

Now for the bad news. I've never heard of a program that pays for certs. I
tried getting a loan once. I was told certs and IT training falls under the
education category. Banks aren't allowed to give you a loan for education.
I put my training on a credit card. Not something I recommend.

This is where I second the home lab idea. If you don't have one you should.
You can do this for very little. A couple of computers and some network
equipment from ebay is all you need. Cisco gear that's 10 years old still
uses the same commands as the new stuff. Minus the new features.
