The California State Assembly is looking at this. I expect they are trying
to leverage their share of the market in a similar way they did with the
auto industry with emissions standards; where they set the standard and
auto makers just follow that standard across the country rather than make a
California version of the car. I am not quite sure how that would work
with the mobile phone market.

In any case, having a third party controlled mandated brick switch seems
like a really bad idea. Its easy to see how, whether through an accident
or malice, phones being bricked. I understand the desire to reduce the
incentive for cell phone theft, but there are a bunch of unintended
consequences that as an owner I am unwilling to risk.
