The file system is xfs, a backup of my Debian mirror is on a Seagate
FreeAgent Go drive.

The 'noauto'' option is working per man page. fsck tries to check the fs
if fs_pasno is set to 1 or 2, so it tries to check the fs when it is
not mounted, boot fails to the " Give root password for maintenance" (
or type Control-D to continue): prompt.

Setting fs_pasno to 0 results in a bootable system but the file system
is not checked, afaikt, on mounting, needs manual intervention.
