I would take great care that any html, javscript or css derived
from the original page _does not_ reflect anything proprietory.
As a vim user myself, I can tell you that you can simply tell you
browser to "Save as" -> "Web Page Complete" and you will have all
files and vim will operate on them. And of course, vim has plugins
for css, javascript and html.
But you would be well-advised to get a little bit up to speed on
html, css and js. I would not entirely rule out a CMS if you were
to want a lot of features.
