You'll probably need to edit /etc/update-manager/release-upgrades and set "prompt" to normal, until you get to the LTS version, at which point you should set it to ... lts

The do-release-upgrade will do the right thing. Most likely, upgrade you to the next version, and then you can go from there, upgrading again if need be.
