According to the article, the U.N. is planning to meet in December to
consider adopting proposals from "China, Russia, Iran, and Saudi
Arabia" regarding putting controls over Internet data flow. One of the
main ideas is to allow dictatorial governments to charge
internationally-accessed Web sites some kind of fee for each visit
they get. This in turn requires some kind of system to be put in place
to keep track of the origin of all relevant Web page requests. For
that issue, the U.N. has already received technical specifications for
a trace-back mechanism proposed by the Chinese government, and the
U.N. has been working on conforming technical standards since 2008.
