It's been signed by 31 countries, but appearently does not go into effect
until rattified by 6. At last report, none had yet rattified it.
I'm not certain what the difference between signing and rattifiying it is,
but I think it means that while the heads-of-state have signed it, the
lawmaking bodies of the individual countries have not passed anything legal
pertaining to it.
