Perhaps you're making this overly complicated.

Normal permissions apply; for any file X for which I do not have
write/delete permissions, I am not allowed to delete X.

If Y contains any X, and I were allowed to delete Y, then permissions on X
would be violated or ignored.

Seems to me that the empty dir requirement prevents permissions from being
violated.
