The target IP is 74.212.252.100, correct? (ruling out DNS differences)

If so, it looks like NTT or Global Crossing (gblx.net) can't get there.
 Once it leaves the SIX in Seattle, it's got a variety of possible paths
to take that are outside of downstreams' control.

Savvis looking-glass at Seattle also shows Sprint->Telepacific. USC
looking-glass shows it getting lost in the middle of Telepacific's
network, so if I had to guess, I'd say that somebody topologically close
to your destination is having transport or routing issues.
