It has delay pools, which are intended for instantaneous transfer rate
limiting, with the concept of a 'bucket'=97traffic is not limited until
the bucket has been emptied.
With so much of bandwidth on the Internet used by non-HTTP protocols=85
it would only assist, not replace, a quota management system.
Can anyone suggest a per-IP bandwidth quota management system?
