Nope. Personally I think that the handset makers should have a internal
config flag that easily disables all cellular data functions, but I have
never heard of one. They assume that all data devices have data.
So, possible to customer program a device, but you are really doing an
intensional mis-load of the config to functionally disable data without
running into any side-effects.
