Ideally, yet not totally realistically, changing the "bandwidth"
parameter in routing engines should allow for dynamic weight changes in
multi-hop routes. I believe some experimental routing engines take this
into account. Just give them a bunch of PTP interfaces and a fancy link
state system and you're golden.
You could probably whip something up in python in like.. 100 lines? :)
