Some other options:

If it's Windows at both ends, ROBOCOPY (comes with Resource Kit,
probably also downloadable). Doesn't do differentials per file, but
does notice time and datestamp. Have to do it over SMB, though - no
network protocol component.

You could also do Cygwin rsync over Cygwin ssh.
