IIRC Ubuntu has "checkinstall" and you can use that for one-off debs.

I've always just done dpkg-buildpackage for things that I want to turn
into debs that aren't packaged for Debian. (ntfs-config, mod_auth_ntlm,
etc.)

I've seen dpkg-buildpackage referenced in Ubuntu lists, so the process
should be very similar to the process for making Debian packages from
source tarballs. The manual on how to do that is here:

Note that this manual assumes you're packaging something for other
people to use so gets into policy. If you just want a .deb that you can
use internally in your organization, you can shorten the process by
quite a bit.
