This is an issue of the bind server caching.
the DNS SOA record defines how long a server should cache information
before re-validating it, or re-requesting updates.
Since everybody's local cache gets 'started' at different times,
it's a short step in logic to see why one DNS server might be
impacted by a malicious update, where other servers may pass right
by - because their local cache is still valid.
