488 interface to Linux

I was given a Digital Multimeter with a IEEE-488 interface.

I'd like to use it with a laptop (USB or RS-232 serial) but could also use a
desktop with PCI slot.

Debian has the gpib-modules-source and python-gpib.
There is a cable with the meter.

However, the cards and interfaces I've seen for sale on the net are way out
of my budget.

Any ideas?
I'm not adverse to taking something apart, soldering, drilling. It doesn't
need to be pretty.
