Trouble reading CDs and DVDs (some not all) in edgy eft system

I am running Kubuntu 6.10 on an old PIII system.
Some DVDs and CDs are detected and mounted when I put them in and
others are not.

When it is detected I get a popup window that asks what I want to do
and gives me a list of choices.

When the disk is not detected the light on the drive flashes for a
short time and stops.

I don't know if it is software or the hardware is failing.

Can someone tell me what software detects the disk and tells the
system it is there and so on?

I am digging for answers but I am very new to Kubuntu and Linux so a
pointer to where to look would help a lot.
