They moved that line. It's in the init script. Take a look at
/etc/init.d/postfix. Right at the top you have

# Defaults - don't touch, edit /etc/default/postfix
SYNC_CHROOT="y"

Create /etc/default/postfix with SYNC_CHROOT="n". Works!

Now I can add Dspam.
