IMO, if it requires a great deal of planning ahead of time, props,
and outfits, it isn't strictly a "flash" mob. "Meet here and bring
a backpack and your cellphone" only asks for stuff you probably
already have, so that counts. "Meet here and wear a bright yellow
hazmat suit" doesn't.
That being said, maybe it's a cousin of a flash-mob scenario, as
I do see some overlap. Just my opinion.
In a related (but still entirely off-topic) vein: if you haven't
already seen these guys, spend some time. A riot. My favorite
is the Groundhog-day-like scenario at Starbucks.
