I was using 1.2.3-nr1.
rpmfind has gnupg 1.4.2-3.1 for Fedora
http://rpmfind.net//linux/RPM/fedora/devel/i386/gnupg-1.4.2-3.1.i386.html

I could upload and download keys to/from keyservers. Just not the one
you posted the link to.
