encoding wav files to mp3

I have been recording stuff into wav files and want to convert it mp3,
but everytime try to do it, the mp3 turns out as static.

I have done it in the past, but for some reason, it isn't working for me
now...what the heck could be wrong?

I use:

arecord -d 10 foobar.wav

then

lame foobar.wav foobar.mp3

Theoretically, this should work without a problem. Anyone have some
ideas?
