Hey, c'mon now, I got this working at 4am this morning after a looong
night of upgrading the lab with new systems. :)

I am not sure about the latency but I have been told that the ACS guys
can stream video while they drive, they are using Windows. What is a
good way to test the latency?

The cost is 70 dollars a month but my employer is absorbing that for me.
I am still struggling with trying to write my dial plans in asterisk so
I can't say if it would work with voip but I would think it could.

Let me know about the latency question and I will run tests so I can
give you a better answer.
