I use Fluxbox (http://www.fluxbox.org) or you can try twm.

I also just stumbled upon Ratpoison (http://www.nongnu.org/ratpoison/) -
it sounds like it might do what you want, but other than that I don't
know jack about it... Quote: "The screen can be split into
non-overlapping frames. All windows are kept maximized inside their
