Toner / telco tools

So, it would appear that my apartment has some wiring issues, and the
property manager keeps forcibly dropping the ball on getting it fixed.

Since I'm somewhat familiar with punchdown blocks and wiring, does
anybody have a toner or the standard "telco toolkit" for ferreting out
these kinds of problems that I could borrow for the weekend?
