I second JP's suggestion. Nvu is pretty neat - I've played with it a
couple times, and have even recommended it to my sister in the past as a
free alternative for Frontpage/Dreamweaver. Of course, there are also
the old classics, OpenOffice.org and Mozilla/Netscape Composer.
