That's a great question!

I've never thought about it..
I'm assuming you want it to stay in the tarball...

I think the only option to modify the internal structure is to use mc.
If I remember right you can modify nearly everything about a tar file from
there.

Or you could just extract everything...
mv dir1 mydir

and then re-tar it.
