Yes, but not only their smtp server.
I have a buddy with an email address at aptalaska.net. I have a dial-up
connection with GCI but I run my own smtp server for outgoing email. The
AP&T server bounced my message because of my dial-up address was in the
GCI block. We now have established alternate means of exchanging email.
