One of the most powerful audio tools "sox" has been around
for a long time and keeps getting better.....
Its features are amazing...

It is commandline but many audio GUI's incorporate it into
there functionality...

Try "man sox"

For many years I was part of SoundStudio user/tester group a basic
audio editing tool ahead of its time...It shows its age now but I
used it for saving many old tapes from the "cassette days"...
Others used it quite successfully for archiving their vinyl recored collection It was one of the better early "free" front ends for sox.

The "filtering question" was often discussed there and effectively solved.
"Sox" always did the job, though for myself, being slightly commandline
challenged, I used SoundStudio which served my less detailed needs...
