ISA server

I know that a windows ISA server is a proxy server...but someone
mentioned a feature that seemed interesting. The ability to use the
users current authentication to limit or allow access to the web in a
controlled way. So for example, if I had two users, A and B, and I
wanted A to have complete access to the internet and B limited or no
access..all I would have to do is then add B to the "no access" group
and B would not have access to the internet.

Has anyone done something like this with Squid or any other proxy
server?

Anyone seen this in operation on an ISA server? If you are using an ISA
server in this way, doesn't that mean all traffic has to go through this
server?

Are there any other products out there that do a similar task?
